Sir:-
I am directed by Secretary Sir E. Grey to transmit
herewith to be laid before the Secretary of State for the
Colonies copy of a letter from the Hong Kong and Shanghai
Banking Corporation respecting an advance by the Bank of
Five hundred thousand dollars to the Canton Provincial
Railway Company for the payment of interest on the Hong
Kong Government Loan of 1905 to the Viceroy Chang Chih
Tung.

Sir E. Grey proposes subject to the concurrence of
Mr. Secretary Harcourt to inform Sir C. Addis that he sees

no means of resisting the interpretation which the latter
proposes to place on Article 19 of the Hukuang Loan
Agreement as regards the right of the three other groups
to participate in any loan which may result from the
present advance for the extension of the Hukuang Railway
between Hankow and Canton.
